The federal government of Pakistan has officially introduced the Civil Servants Conduct Rules 2026, bringing major changes to how government employees manage their professional and personal conduct. These new rules, issued by the Establishment Division under the Civil Servants Act 1973, have been approved by Prime Minister Shehbaz Sharif and are now immediately effective for all civil servants, including those serving abroad.
One of the most important features of the new rules is mandatory asset declaration. All government employees must declare their assets, while officers in Grade 17 and above are required to submit detailed annual statements through a digital system. These declarations will be reviewed and audited by the Federal Board of Revenue to ensure transparency. In some cases, certain information may even be made public to increase accountability.

The rules also introduce strict policies to prevent conflicts of interest. Civil servants must avoid situations where their personal financial interests could influence their official duties. If such a situation arises, they are required to step back from decision-making. Additionally, both employees and their families are not allowed to accept gifts or benefits that could affect their work. Even receiving foreign awards or honors will now require prior approval from the government.
Another major area of focus is social media use. Civil servants are now restricted from running blogs, vlogs, or online platforms without official permission. They are also prohibited from sharing government-related information on personal accounts. The rules require employees to keep personal and official accounts separate, and authorities may request access or details of personal accounts if needed. Using official work for personal promotion on social media is strictly banned.
The new regulations also clearly prohibit political involvement. Government employees cannot participate in political activities, support political parties, or publicly criticize government policies. In addition, they are not allowed to take up other jobs in private companies, banks, NGOs, or foreign organizations during their service unless specifically approved.
