Minister of State for Finance and Revenue Bilal Azhar Kayani has announced that the government plans to bring approximately 3.5 million shopkeepers into the tax net during the fiscal year 2026-27 as part of broader efforts to strengthen Pakistan’s economy and expand the country’s tax base.

Speaking during the debate on the Federal Budget 2026-27 in the National Assembly, Kayani said the government’s economic strategy is focused on building a stronger and more sustainable economy while ensuring inclusive growth across all sectors. He emphasized that expanding the tax net is essential for increasing revenue collection, reducing dependence on borrowing, and creating a fair taxation system where all eligible businesses contribute to national development.

The minister noted that a large segment of the retail sector remains outside the formal tax system despite being an important contributor to economic activity. Bringing millions of shopkeepers into the documented economy, he said, will help improve transparency, increase government revenues, and support long-term economic stability.

Bilal Azhar Kayani also highlighted recent economic achievements, stating that Pakistan’s international standing has improved due to coordinated efforts by the government and key institutions. He congratulated Prime Minister Shehbaz Sharif, Field Marshal Syed Asim Munir, and the Ministry of Finance team for their role in strengthening the country’s economic image and restoring investor confidence.

According to the minister, the government’s economic reforms are beginning to show positive results, with indicators pointing toward greater stability and improved fiscal management. He stressed that the objective is not only to increase revenue collection but also to create an environment that supports business growth, investment, and employment opportunities.

The announcement comes at a time when the government is pursuing ambitious revenue targets under the new budget and implementing reforms aimed at documenting the economy. Analysts believe that successfully bringing millions of retailers into the tax system could significantly broaden the tax base and help reduce the burden on existing taxpayers.

The initiative is expected to become a key part of Pakistan’s fiscal strategy as authorities seek to improve compliance and strengthen public finances in the coming years.
