In a citizen-friendly move, the Government of Pakistan has launched a free ID card service for all first-time applicants through the National Database and Registration Authority (NADRA). Under this new initiative, individuals applying for their first National Identity Card (non-smart version) can now obtain it completely free of charge.
According to NADRA officials, citizens can visit any NADRA Registration Center across the country to avail this facility. The process has been designed to be fast and straightforward, with applicants required to provide basic personal information and necessary supporting documents. Once processed, the ID card will be issued within 15 days, with no processing or issuance fees involved.

The initiative is part of the government’s broader effort to make national registration more inclusive and accessible, particularly for low-income citizens, rural communities, and those applying for identity documents for the first time.
By removing financial barriers, the government aims to ensure that every Pakistani has access to a valid identity card — a key requirement for accessing essential public services, education, healthcare, voting rights, and banking facilities.
Officials stated that NADRA is also upgrading its registration infrastructure to accommodate the expected rise in applications and reduce waiting times. Awareness campaigns will soon be launched nationwide to encourage eligible citizens, especially youth and women, to register under this free service.
The Free ID Card Initiative not only enhances civic inclusion but also strengthens Pakistan’s digital and administrative systems by expanding the national database, ensuring that every citizen is documented, and better represented in national planning and development programs.
