Minister of State for Interior Talal Chaudhry has rejected criticism over large-scale tree cutting in Islamabad, stating that only paper mulberry trees, known for causing severe allergies, were removed and that the capital is now “greener than before.”
Addressing the National Assembly during a calling-attention notice, Chaudhry said the issue had been widely debated on social and electronic media without proper facts. He clarified that tree removal in Islamabad takes place under three conditions: development under the city’s original master plan, infrastructure needs such as roads and underpasses, and the removal of hazardous tree species—particularly paper mulberry.
The minister explained that several areas perceived as green spaces were actually designated as brownfield zones in the master plan. He stressed that no trees were removed without due process, adding that all projects underwent public hearings, EPA reviews, environmental certifications, and satellite-based analysis, including SPARCO imagery and NDVI assessments.
Chaudhry said over 40,000 mature trees have already been planted, with another 60,000 planned by March, and noted that Supreme Court-appointed committees confirmed that only paper mulberry trees were removed after proper surveying and expert review. According to him, data from SPARCO, Google Maps, and NDVI shows an increase in Islamabad’s green cover between 2023 and 2025.
Climate Change Minister Dr. Musadik Malik also defended the decision, saying the removal was based on scientific evidence showing that paper mulberry pollen affects 30 to 37 percent of Islamabad’s population. During a visit to Shakarparian, he said indigenous species are being replanted and that the CDA has been directed to plant three trees for every one removed.
Dr. Malik added that environmental laws are being strengthened, penalties increased, and strict monitoring ensured. Both ministers emphasized that environmental protection remains a top priority and that Islamabad is safer, healthier, and greener as a result of these measures.
