The Punjab government has taken a decisive step to curb child marriages by preparing a new ordinance that criminalizes any marriage involving individuals under the age of 18. The proposed law aims to strengthen child protection measures and impose strict penalties on those who violate the minimum age requirement for marriage.
Under the new ordinance, any adult who marries a minor could face a minimum of two years in prison along with a fine of up to Rs500,000. The legislation also targets parents or guardians who facilitate or arrange such marriages. They may face up to three years of imprisonment if found guilty of supporting or enabling underage marriages.
In addition, the ordinance introduces severe penalties for cohabitation or conjugal relations with a minor. Such acts will be legally classified as child abuse and could result in imprisonment ranging from five to seven years, along with a minimum fine of Rs1 million. These provisions are intended to serve as a strong deterrent and to ensure that minors are protected from exploitation and early forced marriages.

To ensure swift justice, all cases related to underage marriages under this ordinance will be tried in sessions courts. The courts will be required to deliver verdicts within 90 days, aiming to prevent prolonged legal delays and provide timely relief to victims.
This initiative aligns Punjab’s legal framework with existing federal and Sindh laws, which also set 18 as the minimum legal age for marriage. The ordinance further prohibits Nikah registrars from solemnizing marriages involving minors and emphasizes accountability at every level. Authorities also plan to provide legal protection to individuals who report violations, encouraging communities to play an active role in preventing child marriages.
The move reflects a broader commitment to safeguarding children’s rights, promoting education, and ensuring that young individuals are not deprived of their future due to early and forced marriages. If enacted and effectively implemented, the ordinance could mark a significant milestone in protecting minors and strengthening child welfare laws in Punjab.
