Pakistan has announced plans to develop and manufacture its own indigenously built passenger aircraft, marking a major step forward for the country’s aviation industry. The statement was made by Air Marshal (Retd) Javed Ahmed, President of the Centre for Aerospace and Security Studies (CASS).
He said Pakistan already has a strong technical base due to its experience in producing advanced fighter jets, which provides a solid foundation for moving into civil aviation manufacturing. According to him, the skills, infrastructure, and engineering expertise developed in the defense sector can be adapted to design and build passenger aircraft in the future.
Air Marshal (Retd) Javed Ahmed shared these views while speaking at a seminar organized by the Competition Commission of Pakistan. During his address, he stressed that for this vision to become a reality, urgent reforms in the aviation sector are necessary. These reforms include improving regulations, strengthening oversight, and encouraging innovation and investment.

He highlighted that developing local passenger aircraft would not only reduce dependence on foreign manufacturers but also help Pakistan save foreign exchange, create high-skilled jobs, and promote technological growth. Such a move could also support the revival of the national aviation sector and boost public confidence.
Experts believe that if supported by the government and private sector, this initiative could open new opportunities for exports, research, and international collaboration. However, they also note that achieving this goal will require long-term planning, safety-focused policies, and strong institutional support.
The announcement has been seen as a promising signal for Pakistan’s future in aerospace development, reflecting ambitions to expand beyond military aviation and enter the global civil aircraft market.
