Lahore will celebrate Basant 2026 under strict safety regulations after Deputy Commissioner Lahore Syed Musa Raza issued an official notification allowing conditional kite flying within the district.
According to the notification, Basant celebrations will take place on February 6, 7, and 8, 2026, strictly within Lahore’s limits. The Punjab government has permitted kite flying only under clearly defined terms and safety measures to ensure public protection and prevent accidents.
To regulate the activity, the district administration has launched an e-Biz mobile app and an online portal for the mandatory registration of kite and string manufacturers and sellers. Only digitally registered businesses will be allowed to operate legally.
The sale of kite-flying material will be permitted from February 1 to February 8, 2026. However, authorities have imposed a complete ban on the manufacturing and sale of spools (charkhis). Kite string will only be allowed in the approved “pana” form.
DC Lahore emphasized that the government has adopted a zero-tolerance policy against the use of nylon, plastic, chemical, or metal-coated strings, which have caused fatal accidents in the past. Any violation of these rules will result in strict legal action.
To further enhance public safety, the administration has made it mandatory for motorcyclists to install safety wires on their bikes to prevent throat injuries caused by stray strings. Limits have also been fixed on the size of kites and guddis, and violators will face penalties.

The Deputy Commissioner directed the police and district administration to launch a crackdown against sellers of banned kite strings and illegal materials. Standard Operating Procedures (SOPs) have been issued for law enforcement agencies, kite-flying associations, manufacturers, and citizens to ensure compliance.
Syed Musa Raza stated that kite flying will only be allowed on the three designated days, stressing that Basant is an important cultural festival of Lahore, and ensuring its safety is a shared responsibility of the government and the public.
He also announced that registered businesses may begin legal operations from December 30, provided they strictly follow the prescribed rules and safety guidelines.
Authorities have urged citizens to cooperate with law enforcement, follow safety instructions, and celebrate Basant responsibly so the festival can be enjoyed without risking lives or public order.
