Pakistan Approves National Gemstone Policy, Targets $500 Million in Exports by 2030

National Gemstone Policy

Pakistan has officially approved the National Gemstone Policy 2026–2030, aiming to transform its gemstone industry into a major export sector with a target of generating $500 million in annual exports by 2030.

The new policy is designed to unlock the country’s vast gemstone resources by introducing modern mining practices, value addition, international certification, and stronger quality standards. Currently, Pakistan’s gemstone exports are estimated at only $5–7 million annually, despite possessing some of the world’s richest reserves of emeralds, rubies, sapphires, topaz, aquamarine, and other precious stones.

As part of the policy, the government plans to establish a National Gemstone Authority to regulate the sector, improve traceability, ensure ethical mining, and promote transparency across the supply chain. The strategy also focuses on formalizing the industry through registration, certification, and compliance with global export standards.

Officials believe Pakistan’s gemstone reserves are worth more than $450 billion, offering enormous potential to boost exports, attract foreign investment, create employment opportunities, and strengthen the country’s economy. The policy also aims to enhance Pakistan’s global reputation as a reliable supplier of high-quality gemstones by improving branding, cutting and polishing facilities, and export infrastructure.

The initiative marks a significant step toward developing a competitive gemstone industry capable of contributing substantially to Pakistan’s export earnings while encouraging sustainable resource management and long-term economic growth.
