The Government of Pakistan has introduced a new set of regulations titled the Civil Servants Conduct Rules 2026, bringing major changes to how public officials operate, especially in areas like social media use, financial transparency, and political involvement. The rules were officially notified by the Establishment Division after approval from Prime Minister Shehbaz Sharif and have come into effect immediately.
These new rules replace the decades-old 1964 framework and apply to all civil servants, both inside Pakistan and those serving abroad. One of the most important changes is the requirement for asset declarations. All government employees must now declare their assets, while officers in Grade 17 and above are required to submit detailed annual statements through a digital system. These declarations will be reviewed by the Federal Board of Revenue, and some information may be made public to improve transparency.
The government has also introduced strict controls on social media activity. Civil servants are not allowed to run blogs, vlogs, or any media platforms without official permission. They are also banned from sharing government-related information on personal accounts. Authorities can request details of personal social media accounts if needed, ensuring closer monitoring of online behavior.
In addition, the rules place strong emphasis on avoiding conflicts of interest. Officials must not take part in decisions where they have personal financial stakes. Accepting gifts, benefits, or foreign honors without prior approval is also restricted to prevent misuse of authority.
Political neutrality has been further reinforced under these regulations. Civil servants are strictly prohibited from engaging in political activities, supporting any political group, or publicly criticizing government policies.
Overall, these reforms aim to increase accountability, ensure transparency, and maintain professionalism within Pakistan’s civil service system.
