Preparations are underway for a major €2 billion heavy industrial project at Port Qasim, with growing interest from a leading Chinese company. The proposed initiative, named the Integrated Marine Industrial Complex (IMIC), is designed to revive Pakistan’s maritime sector and strengthen its heavy industrial base.
The project aims to transform Port Qasim into a modern industrial and logistics hub. Key components include the rehabilitation of an existing steel jetty, the development of shipbuilding and shipbreaking facilities, and the establishment of a state-of-the-art, port-linked steel mill. Together, these elements are expected to support industrial growth, reduce reliance on imports, and create new employment opportunities.

The Shandong Zinxu Group of China has held initial discussions with Pakistan’s Ministry of Maritime Affairs, showing strong interest in investing in the project. Pakistani authorities have requested a detailed roadmap and comprehensive feasibility studies to assess technical, financial, and environmental aspects before moving forward.
If approved, the IMIC could become one of the largest recent foreign investments in Pakistan, particularly in the heavy industrial and maritime sectors. Experts believe the project would help modernize port infrastructure, enhance ship repair and construction capacity, and support the local steel industry by linking production directly with port operations.
Officials say the initiative aligns with Pakistan’s broader goals of industrial revival, export growth, and regional connectivity. By attracting foreign investment and advanced technology, the project could significantly boost Port Qasim’s strategic importance and strengthen Pakistan’s position in regional trade and logistics networks.
