Prime Minister Shehbaz Sharif has taken immediate notice of the new solar energy regulations issued by the National Electric Power Regulatory Authority (NEPRA) and has directed the Power Division to file a review petition against them.
According to official sources, the Prime Minister instructed that the review petition must prioritize the protection of agreements signed with existing solar consumers. He emphasized that the rights of current solar users should be fully safeguarded under any revised framework.
At the same time, the Prime Minister highlighted the need to maintain balance within the broader energy system. He stated that the financial burden related to approximately 466,000 solar consumers should not be shifted onto the more than 37.6 million electricity users who depend entirely on the national grid.

To address the issue effectively, the Power Division has been tasked with preparing a comprehensive action plan. The plan will review the impact of NEPRA’s new regulations and propose measures that ensure fairness for both solar consumers and regular grid users.
These directives were issued during a high-level special meeting held in Islamabad, chaired by Prime Minister Shehbaz Sharif to assess the implications of NEPRA’s updated solar policy.
The meeting was attended by Deputy Prime Minister and Foreign Minister Ishaq Dar, Federal Ministers Ahsan Iqbal, Attaullah Tarar, Ali Pervaiz Malik, and Sardar Owais Khan Laghari. Minister of State Bilal Azhar Kiani, Privatization Advisor Muhammad Ali, and other senior officials were also present.
The development signals the government’s intent to closely review regulatory decisions in the energy sector while aiming to strike a balance between renewable energy promotion and the protection of national grid consumers.
