Saudi Arabia has taken another step in its ongoing social and economic reforms by allowing all non-Muslim residents with valid iqama (residency permits) to purchase alcohol beverages from designated, strictly regulated stores in Riyadh. This policy marks a notable shift in the Kingdom’s approach to expatriate living standards as part of Crown Prince Mohammed bin Salman’s Vision 2030 agenda.

Under the new rules, access is limited exclusively to non-Muslims, while the long-standing prohibition on alcohol consumption and purchase by Muslims remains firmly in place. The sale points are controlled environments with strict monitoring, ensuring compliance with Saudi laws and cultural sensitivities.

Despite the policy shift, the Kingdom continues to maintain strict penalties for illegal sale, consumption, or smuggling of alcohol outside the approved system. Authorities emphasize that the reform is structured, controlled, and designed to cater to expatriates without compromising the country’s cultural and religious framework.

This development adds to a series of modernizing reforms introduced in recent years, including the lifting of certain guardianship restrictions, expansion of entertainment venues, and increased openness to foreign visitors. With Vision 2030 progressing, Saudi Arabia aims to balance cultural preservation with a more inclusive and globally connected society.
