The Punjab Government has issued official guidelines for Basant 2026 to ensure public safety, regulate kite flying activities, and prevent accidents. These rules apply strictly across Lahore and must be followed by manufacturers, sellers, and the general public. The guidelines cover dates, registration, safety measures, prohibited materials, and permitted kite specifications.

Important Dates for Basant 2026

Basant kite flying activities are allowed only on three specific days to maintain control and ensure effective enforcement. Kite flying will be permitted only on February 6th, 7th, and 8th, 2026. Flying kites outside these dates will be considered a violation of the law and may result in legal action.

In addition, kite shops are allowed to sell kites and related materials to the general public from February 1st to February 8th, 2026 only. Any sale before or after this period is strictly prohibited.

Registration of Manufacturers and Sellers

All kite manufacturers and sellers are required to register officially before participating in Basant-related business activities. Registration must be completed through the E-biz App or the official government portal.

This registration system helps authorities:

Track licensed sellers and manufacturers
Prevent illegal production and sale
Ensure accountability and compliance with safety regulations

Unregistered businesses will face penalties, including closure and confiscation of materials.

Safety Regulations and Strict Prohibitions

Public safety is the core focus of the Basant 2026 policy. Several dangerous materials have been strictly banned due to their history of causing serious injuries and fatalities.

The use of metallic wire, nylon or plastic string (tandi), and any sharp or injurious material is completely illegal. These materials pose severe risks to pedestrians, motorcyclists, birds, and animals.

Authorities will conduct inspections throughout the city to ensure compliance.

Motorcycle Safety Requirements

To protect riders from kite string injuries, the government has made it mandatory for all motorcycles in Lahore to have safety guards. These guards must meet official government specifications and be properly installed.

Motorcyclists without safety guards may be fined or stopped by law enforcement. This measure aims to reduce throat and face injuries caused by dangerous kite strings.

Enforcement and Legal Action

Strict enforcement measures will be implemented during Basant. Any individual or business found violating the rules will face:

Immediate seizure of illegal materials
Cancellation of registration for manufacturers or sellers
Legal prosecution under applicable laws

Law enforcement agencies will remain active across Lahore throughout the Basant period.

String (Dor) Regulations

Only safe cotton thread is allowed for kite flying. The string must consist of a maximum of 9 cotton threads (taars). This limitation ensures the string remains non-lethal and manageable.

The thread must be stored and sold in the form of a “Pinna”, which helps maintain controlled usage and prevents misuse.

The use of a “Charkhi” (spool) is strictly prohibited, as it increases speed and sharpness, making the string more dangerous.

Permitted Kite Sizes

To ensure safe kite flying, the government has defined maximum size limits for kites.

For Patang, the maximum allowed size is 35 inches in width and 30 inches in length.
For Gudda, the size must not exceed 40 inches in width and 34 inches in length.

Any kite exceeding these dimensions will be considered illegal and subject to confiscation.
